Starbucks Customer Connections.

Question by philosophizerjay: Do you need permission to build a Starbucks in a corporatism free area?
If somebody wanted to build a Starbucks in for instance in a rural, primarily Localism type of community free of corporate chains. Would they have to get a building permit or permission from city council or any such thing to build a Starbucks. Or are they free to build their business since this is America.

The reason i ask is because the question to pertains to a novel i am writing.

Local zoning would govern. It would be very unusual not to have to get a building permit. There are typically all sorts of restrictions on where a business can be located. Some very rural areas may not be as strict on business and residential areas, but it would make no sense to build a Starbucks that far out in the sticks — no traffic, no customers.
